The Quality and Patient Safety Competency Navigator: A One-stop Shop for QPS learning and development

The HSE’s National Quality and Patient Safety Directorate will launch the first National Quality and Patient Safety Competency Navigator for the Irish health service in January 2025.

This Navigator provides a comprehensive yet usable guide to help students, staff, leaders, patients and patient partners to self-assess and identify competencies for development on their quality and patient safety learning journey. The guide details how these competencies can be achieved in practice and provides learning supports, including signposting to learning programmes, current guidelines, policies, standards, and relevant research. 

The Navigator is designed to support individuals, from those with little detailed knowledge or skill through to those with expertise, encompassing the broad domains of Quality Improvement and Clinical Audit, Safety, Risk and incident Management, Communication, Teaming and Systems, Quality and Patient Safety Culture, Partnering with People, and Sustainability.

This resource has been developed by the HSE National Quality and Patient Safety Directorate with the support of the UCD IRIS Centre and UCD School of Nursing, Midwifery and Health Systems through an extensive co-design process. This involved wide engagement and support from stakeholders including patients/services users and patient partners, staff from across the wider health service and educational, professional and regulatory bodies. 

Many Health Service Mangers contributed to both the co-design and steering groups and we would like to acknowledge the valuable contribution of Caroline O’Regan (HMI) who helped us ensure that the competency navigator is relevant, useful and usable by everyone across the health service.
