In 2025, there will be €35.41m provided for primary care projects.
The programme of construction for primary care centres, via the traditional funding model will be continued.
The revenue investment for construction of primary care centres, through the operational lease mechanism will be maintained.
Enhanced Community Care
€34.06 will be provided to deliver accommodation solutions for ECC teams.
Engagement and collaboration with Health Regions on interim accommodation requirements to advance projects will be continued.
Approved, permanent solutions to accommodate ECC teams, in accordance with the HSE Capital and Property Approvals Protocols and the Strategic Healthcare Investment Framework and Common Appraisal Framework will be progressed.
Older Persons
€182.85m will be provided for investment in public residential care
Construction work on all existing CNU sites, providing community beds for older persons through the public private partnership process will be completed.
The Community Nursing Unit, Infrastructure Regulatory Compliance Programme delivering improved replacement accommodation for older persons will continue to be progressed.

Disability Services
€27m will be provided to support specialist community-based disability services.
The development of A disability specific, multi-annual capital strategy will be developed.
The disability capital projects pipeline will be increased.
The transition of people from institutional settings to community-based services in line with the Time to Move on from Congregated Settings policy will be continued.
Engagement with local authorities and approved housing bodies to avail of additional Government funding through the Capital Assistance Scheme will be continued.
Service delivery by providing accommodation for disability network teams, therapy and day services will be enabled.
The recruitment of resources, key to the delivery of disability specific initiatives will continue to be progressed.
Women’s Health
€25.71m provided to continue Government priority projects, such as the New National Maternity Hospital.
Other identified projects nationally, including the Women’s Health Hub project at The Coombe Women’s Hospital, will be progressed.
In support of the model of care for perinatal health, underpinned by the National Mental Health Strategy, the necessary feasibility and preparatory studies will be undertaken to co-locate Ireland’s first mother and baby unit with the new maternity hospital. This development will be subject to appraisal and funding approvals and alignment with the Strategic Healthcare Investment Framework.
National Ambulance Service
€17.80m will be provided to expand and maintain the ambulance vehicle fleet.
Planning and engagement with NAS, to progress prioritised capital developments will be continued.
An increased allocation of €12.30m to support the provision of new infrastructure and the modernisation of existing ambulance bases will be provided.
The sustainable funding levels required for ambulance fleet replacement, linked as appropriate, to the Government Climate Action Plan will be reviewed.
Advance Projects at Mallow, Co. Cork, Rosbrien, Co. Limerick, Glen Abbey, Tallaght, Co. Dublin, Caherciveen, Co. Kerry and New Ross, Co. Wexford will be advanced.
Population Health and Wellbeing
2025, we will:
€1.57m will be provided to continue initiatives aimed at improving the health and wellbeing of the population including provision of infrastructure to support the continued expansion of BreastCheck Services.
The ongoing programme of fluoridation works in conjunction with Uisce Éireann will be enabled.
Rehabilitation Services
Capital funding to progress phase 2 of the re- development of the National Rehabilitation Hospital in Dun-Laoghaire will be provided.
Funding to progress a rehabilitation unit at Blarney, Co. Cork will be progressed.
The design of the rehabilitation unit at Roscommon University Hospital will be progressed.
Palliative Care Services
Palliative care projects at regional locations including North West Hospice, Sligo, Donegal Hospice, Letterkenny, Drogheda, Tullamore, St. Francis Raheny, and Cavan will be advanced.
Diagnostic Services
Projects to the level of €20.56m across the spectrum of acute services to provide diagnostic facilities, will be provided.
Community diagnostic facilities to support delivery of an integrated model of care will be funded.
Mental Health Services
€31m for a significant range of developments to support mental health service delivery will be provide
Interim refurbishment projects at the Lakeview Unit, Naas General Hospital, the Jonathan Swift Clinic,St. James Hospital and St. Michael’s Unit, Mercy University Hospital, Cork will be advanced.
Design specification will be progressed for developments to replace existing accommodation at each of the five prioritised sites:
- Department of Psychiatry, Roscommon University Hospital.
- St. Aloysius Ward, Mater Misericordiae University Hospital & St Vincent’s Hospital Fairview with new unit at the Mater Misericordiae University Hospital.
- Lakeview Unit, Naas General Hospital.
- The Jonathan Swift Clinic St. James Hospital.
- St. Michael’s Unit, Mercy University Hospital, Cork
A programme of anti-ligature works across all facilities will be continued.
The Specialist Eating Disorders Hub at Mount Carmel Hospital, Dublin will be commissioned.
